Can someone shine a little light on IBC table 2308.9.6.
Does this table apply to residential construction?
What loads are used to make this table?
Is it based on strength? deflection?

The loads are per section 2308.2.1.

2308.2.1 in the 2009 IBC is "Basic Wind Speed greater than 100 mph"
???

Section 2308 is for conventional light frame construction, with the limitations for the table you are concerned about set forth in section 2308.2.3, giving the max dead at 15, and the max live at 40.  

So, residential floor with no topping slab for Table 2308.9.6.
