I'm a private consultant and I've been called in to do a design project. What I need to know is what is the national average price for a single lighting and power drawing?

That's a little like asking how long is a piece of rope. The answer will vary depending on the type of facility, the scale of the drawing, what country you are in, and how badly you need the work.  

Cost per sheet is just a shorthand way of estimating engineering and CAD labor.  Try estimating how much time you think it will take.  That answer will likely be  too high if you are competing with firms with more experience than you, so take a percentage of that.   Or lower your billing rate.  

And this cost probably has to cover all aspects of design, including specifications, calculations, etc.

I had to have a stamped engineering drawing for a holding tank sewage system for my camp.  Concrete tank and a pipe going to it.  Tank, elevations, everything was already designed, Just needed a stamp.  quoted $2,300 3 months later it still wasn't done, then another firm $1,800 and they canceled a week later saying they wouldn't take any jobs near water, finally $167.50 so what if he had water running up hill, it had a stamp.

This is a troubling statement from someone who is supposedly an engineer.   

If you find a P.E. willing to stamp someone else's design, you should run, not walk, away from them.
