I'm looking over a specification that was used to install a SCADA system in a power plant. I noticed it only monitored ground faults and went to great lengths to have ground fault detection at every switch in the plant. Is this typical?

Only if the system is ungrounded or high impedance grounded and something is not tripped on a ground fault but only alarmed.

As for SCADA, there is nothing typical. People monitor what they need to or want to monitor. Even worse, many also monitor and gather information of no real use, but just to feel better. What should be monitored depends on the system design & operational objectives.
