I have a typical poured concrete foundation basement wall that rests on a concrete footing.  I always provide dowels into the footing that match the vertical bars in the wall.  Since the dowels are not it tension or compression, what is the required lap length?

I generally use a full tension development length, but space them out to match two or three times the vertical wall rfg... no point putting them in if they're going to pull out... I'd rather have them break <G>.

I typically maintain the spacing of the wall using the full development length. I match bar size for fixed bases and use smaller bars for pinned bases.
