The client's spec requires charpy testing at -20 of plates 3/4" and thicker, if they are used as primary structural steel members. We purchased 3/4" plate in advance, not intending to use it for primary steel members (all primary steel structure was supplied to us).
Now we have to weld in some small pieces of primary steel, our material was supplied with mill certificates but was not charpy tested as part of the scope of supply.

Is it acceptable to cut off some coupons from the large piece of plate, and have an independent testing house conduct the charpy tests?

Or does the steel need to be delivered with charpy test results shown on the mill certificates?

Not sure if there is any specific reason why charpy tests conducted by an independent testing company would not be acceptable?

I would depend wheather or not the applicable specification prohibited such practice.  I don't see why it would not be accpetable to test the material after receipt, but I've seen some rather strange requirements in specifications.

You might want to check the client's specification to see if it mentions sampling procedures just to make sure you sample meets the specification.  If so, I don't see why anyone one woudl have a problem.

You should be making this same request to the client because regardless of what is said here, the client makes the call.
