On the U-1 form the minimum thickness after forming .367" and the corrosion allowance is .063".  Sec. VIII states that the minimum thickness is .367" after forming, including the corrosion allowance.

Does this mean the corrosion is already factored in meaning the true minimum thickness is .367" or is it .367" minus the corrosion allowance which is .304".

If I interpret your question correctly, it means that the minimum acceptable as-built thickness is 0.367", which includes the 0.063" corrosion allowance, so corroded thickness could be 0.304" per the design method.  (I think actual corroded thickness could be a bit less based on fitness-for-service standards, if you're working with an actual corroded vessel.)
