2nd option, VLF test, energize, then do on line PD testing to establish baselibe data for future on line PD testing. If getting a shutdown is near impossible at your facility this may be your best option.
3rd option, VLF test. If you do not plan on doing any regular testing in the future a VLF test will suffice. Not the best option but the cheapest.

I didn't know that the VLF test and PD(what's that?) is for establishing the baseline data......
What is the data for? What's the theory behind?

My advice for new cable is to follow the manufacturer's recommendations for field testing.
Cable testing is a controversial subject and to some extent the answer will vary depending on the type of cable insulation.

The baseline data is for condition assesment. There have been some excellent threads here in the past.
