Hi folks,

The EPA's new RRP (renovation, repair, and painting) rule says that anyone that may disturb lead-based paint (in homes or buildings where kids are) is responsible for containing it and cleaning it up.  Mostly the talk has been about how this affects contractors, but I started thinking.  As an engineer working on existing buildings, I've had to bust holes in walls during the investigation phase.  Does this new rule apply to engineers doing investigations, too?  Do I now have to hire a trained contractor to assist with investigations (a large charge for a small residential investigation) or get trained myself?  What are your thoughts?
