So I live near a railroad bridge. The other day I noticed how one of steel girder's stiffeners were bent at the tops and I was wondering if someone could reassure me why that is not a big deal...

why? its all rusty and stuff... not an interesting bridge at all...

Also, on railway bridges many times fatigue and not strength is the determining load case.
If you want somebody's opinion, you have to provide enough information to give that opinion. A few photos would help
