Distribution Capacitor Voltage Rise effected by flicker

I have a 1200kVAR capacitor bank on a 12.5kV line that normally causes a 2V (120 base) rise but recently a customer on the high side of the 12kV Transformer (the 12kV line is being fed from a 34kV source which has an industrial customer on it which is possibly creating flicker). Can a flickering voltage (voltage is dropping from 122V to 116V) cause a voltage rise to change from 2V to 4V or 5V? We can't quite figure out what is causing this high voltage rise, modeling software and hand calc's keep coming up with a 2V rise? Should I be investigating whether harmonics or resonance is causing this? How can you test for harmonics or resonance?
