Table 7.12.2.1 in ACI 350 gives minimum T/S reinforcement for different joint spacing. It then states in a footnote to the table that if no movement joints are provided the maximum reinforcement required is a ratio of 0.005 (for grade 60 steel). Does this mean that if no movement joints are provided then use 0.005 regardless of the size of the structure? Or should you use the table but use the size of the structure instead of the distance between movement joints?

If the structure is smaller than the movement joint spacing, say 20 ft, you can use the reinforcing for that dimension.  Essentially, the free edges are movement joints.
