Can someone explain to me what repairs need to be listed on the NBIC R1 form. Dose it include B31.1 Boiler External Piping or just Boiler Proper? I have included B31.1 BEP to the few R1's I have completed in the past, but am being told now it is not necessary. I believe it is inclusive to the first valve on vents and the second valve for drains. If only Boiler Proper must be reported on the form R1 than is AI involvement required for BOP? I will ask MY AI but would enjoy some back up.

The envelope for what is required on the Form R1 is based on Jurisdictional requirements for boiler and pressure vessels.  In other words, Jurisdictions that regulate boilers and pressure vessels will dictate what is covered for the National Board R Certificate for repairs. For example, pressure parts built to ASME Section I, Section VIII or B31.1, etc.  Typically, the Inspector will review and sign the Form R1 if Jurisdictional rules require weld repairs to be performed in accordance with the National Board R Certificate program.

If the Jurisdiction does not have any requirements regarding pressure vessels, you can decide on your own what should be described under the scope of work because you are under no obligation with the Jurisdiction. Your insurer of the equipment may have requirements for weld repairs to be in accordance with the National Board R Certificate. Either way,  I would list as a minimum weld repairs on the Form R1 if for anything to keep track of what is being done. Mechanical repairs are not necessary, but could be listed.

Owner's also may require documentation of repairs on an R-1 even when the Jurisdiction does not mandate such.
