I am reviewing an ICC Report for a stucco system that an architect would like to use (ESR-1240).  The allowable wind load for the system is 25 psf per section 5.10.  It doesn't specify what trib area my component and cladding wind pressure calculations should be based off of.  Does anyone here know the answer to what trib area to use?

It doesn't matter.  If you have any area of negative pressure exceeding the limits, it doesn't comply.  You can't decide on a tributary area because you don't know the fastener spacing..suffice it to say that the tributary area is SMALL!

You are using a proprietary system that doesn't directly comply with the code, but uses an evaluation report to get secondary compliance under the provision that allows alternate means and methods (Chapter 1..admin). In order to use such a system (probably a "one coat stucco" such as MagnaWall or Sto's One Coat System), the building official must first accept the Evaluation Report, and then the contractor (subcontractor) must fully comply with the evaluation report. Every provision of the ER must be complied with...you can't pick and choose.
