Our advertising department is looking into 3DVIA Composer.  Is it worth the extra seat expense?  The guy that would be using it does not have a clue on how anything in SW works.  Would he be able to screw any of my files.

I can't answer the seat expense question, and I doubt anyone can, since we don't know what you hope to get out of it.  What I can answer is that no, he won't be able to screw up your (native) solidworks files.

we have 3DVIA and have found it worth the money even though we only use a small part of its capability
