I need some background of following clauses of API-650.

API 650 clause 5.5.2 restricts to use less than 600mm distance between inside of shell and any lap weld in bottom plate. What is the reason behind this restriction. What if a tank has been fabricated with this distance less than 600, say 500mm what will be the affect and how to evaluate the results of this.

As per API 650 5.4.2, bottom plate shall be projected at leaset greater of 50mm or as in 5.1.57d. What is the reason behibd this minimum distance. What if this distance is also less than 50mm then how to evaluate the results.
