Sheet Metal Flatten pattern problem

If you review the files in the attached zip file, you will see that I am trying to construct a sheet metal part that is curved and has a hem on the curved edge.

The trouble comes when I want to flatten the part.  I get two different results based on modeling techniques, neither of which creates a successful flat pattern.

Any suggestions for work arounds?

solid works will not unfold a bend on a bend. for instance an angle that has been rolled, or a hem going through a bend region.
