Does anyone have a reference for reinforcing steel beams?

I need to know the adequacy of bolting 2 C channels on either side of a W section?
The W section is a W200x21. The 2 channels are C130x10 inside C180x15 on either side of web. Bolts are 1/2" diam at 12" o.c.
Factored moment is 80 kN m and factored shear is 50 kN.
Unfactored udl live load is 10 kN/m.
Probably better to weld a plate to the bottom of the flange but this work is completed and person wants to know if ok.

Unless they were fitted bolts (5/8" are the smallest friction bolts), it is a guess as to how much load the channels will take. If you have the normal clearance, it may exceed the deflection needed to engage the channels.

Bolting channels to the web of a wide-flange, does not do much in the way of reinforcement.  If they are welded to the web, the new cross section would have an increased Section Modulus and therefore increase moment capacity.  The increased web thickness would increase the shear capacity.  

Probably a single line of bolts in a C130 (or C5 - 5").  A single line along the centerline does little for moment capacity and little to make the members perform together.
