Are Linear Elements and Linear response related?

Linear elements does not refer to a linear response the two are unrelated.  

The response of a structure from a first order analysis is linear in that if you double the load the deflection doubles for example.

Linear elements may refer to beam elements in the software unlike plate elements.  Also it could be referring to the shape functions of the elements.  For example a 4 node element instead of a 9 node that has 2nd order shape functions.
