F22 Class 1 v Class 3 & B16.5

(OP)
The B31.1, B31.3 piping codes plus ASME Section 2 list ASTM/ASME A182 Gr F22 in two classes, 1 and 3.  There are different stress values given for the different classes

B16.5 and B16.34 give pressure / temperature ratings for only F22 Cl 3.

First...

has anyone encountered a ASTM A182 F22 Cl 1 valve or flange?  I haven't yet found a supplier that will offer me Cl 1.

Second...

any guesses to why the B16 code committee excluded Cl 1?
