This thread address my issue exactly but was not answered: thread554-156077: Drawings, formats and layouts, oh my!. In short, parts and assemblies declared to a layout show the layout parameters, but you cannot directly use them in a drawing note. Another relation in the part or assembly has to reference the layout parameter for it to show in the drawing.
Example: Layout parameter is order_num. In the drawing of a part that this layout is declared to the note reads: Order number: &order_num. This does not work. In the part relations you have to create another relation and set it to the layout parameter and then the note works: part_order_num=order_num. Note is entered as Order number: &part_order_num. This works. Any way around the extra step?

...where I was trying to display the name of a parameter set on a multi-configuration layout drawing. As stated in the post, I was on WF2 at the time. This might help a bit, but I think your situation is slightly different.
