Does anyone remember the code case that clarifies area of reinforcement limits of nozzle in 2:1 ellip. heads?
 
For example, if I have a nozzle that is offset from the centerline on a 2:1 elliptical head and the limits of reinforcement fall off the knuckle of the head can I take more credit on the other side of the nozzle?

I assume you mean the code interpretation, not the code case.

There are two interpretations about nozzles outside 80% limits:  VIII-1-98-177, VIII-1-07-70.

I believe jamesl meant to write:
Int VIII-1-98-117 which you'll find in Interpretations Volume 47 2000 page 784.

I'm not quite sure what the -7-70 is. Maybe its unpublished.

Thanks for correction. 177 should be 117. It was a typo.
