I have to quote a job supplying 7 off shafts.
Dimensions are:
307mm long. 60mm od.
Each shaft has to be bored to 40mm and internally keyed for a standard 12x8 key.
60mm od has to run in standard bearing.
The shaft has to have one or two 16B-1 25 tooth sprocket welded on.
I need a spec of ready available material to produce these shafts

Not enough information to provide any material recommendation. You need to know the service loads on the shaft. Once this is known, run the calculations for tensile, bending and shear to prevent failure from overload or distortion. Last, you should evaluate fatigue life.

Talk to a mechanical engineer before you do anything.

If I was doing a sub-contract machining job I'd expect the customer to TELL ME what the material should be!!

Based on your rather vague description, the only part of your inquiry that I can answer is that there is not any shaft material that would produce a suitable weld joint with that sprocket.  Commercial roller chain sprockets are usually made from a fairly high carbon steel alloy (>0.40%) so that the teeth can be induction hardened.  The carbon content of the sprocket material would likely make it unsuitable for fusion welding.

Other than that, please provide more details.
