Is there a way to change the delay time before the "three dots" appear, which allow you to see a list of the entities you may select? (The same list one gets after right-clicking on an object and choosing "Select From List").

Preferences -> Selection...
...and in the section of the dialog titled 'QuickPick' and toggle OFF the 'QuickPick on Delay' option.
Now you may ask: "If I turn them OFF, how will I ever be able to use QuickPick?"
That's easy, if you want the "three dots" to come up just hold DOWN MB1 for approaximately 1/2 second and they will appear and when you release MB1 you'll instantly be in QuickPick. This way you have complete 100% control of WHEN, and even IF, QuickPick is triggered.
Now if you don't want to do that, but actually make the delay longer before it comes-up AUTOMATICALLY in the same section of the Selection Preferences dialog you can change the length of the lag-time.

...are stored in the 'registry' which while it's not impossible to share registry settings, it's generally not recommended.
