On a project, for example a large office building, how are the responsibilities dedicated?  Example, who does the intallation of an air handling unit and related items, such as controls, smoke detetors, electrical, etc.?  Does a design engineer have to be specific as who does what and when?  
How does all these come to place?

Parties are responsible for what their contracts state that they are responsible for.

The owner should have a project manager who is responsible to make sure that the sum of all contracts equals a complete building.

The owner's project manager may be responsible for scheduling, or may make the general contractor responsible for the schedule.

If you use masterspec, I hear creaking hinges on Pandora's box.

If you don't understand contractor's responsibilities, don't assume that masterspec does, either.

not sure this will help: I work for a local government and when we bid out project we have the contract with the General contractor. the GC ultimately is responsible for every piece of the project. The little terms in each section (".. is the electrical contractor's responsibility...") we as the owner only see as a guideline, but ultimately is to figure out and contract between GC and subcontractors. this can get tricky for them when you hook up HVAC equipment, the HVAC guy still needs the electrician etc.

In plans, specs, etc. our firm's policy is to generically indicate that any work is "by contractor," and we get no more specific. It is the responsibility of the GC to be in responsible charge of the work done and to delineate which of his/her subs do what. If a sub asks what is to be included in the scope of their bid/work we refer them back to the GC they are giving a price to.

A typical statement by my first boss was: I don't comment on installation practises. Contractor's are supposed to be expert installers, if a mechanical contractor doesn't know how/when to install something he would tell them to hire someone who did.
