Hi,

I am working on a PV having MDMT -58 degree F in wet sour enviroment, is SA-516-70 N suitable for this application? What is the minimun temp limit for SA-516-70N and where to find?

Refer Table A1.15 of ASME SA-20.
The standard testing temperature depends on the plate thickness, ranging from -50F for plate 1" or less, up to -20F for plate thickness of 3"-5".
As for the suitability of this plate in wet sour service, this is far to generic question, you are the only one able to answer it, after reading carefuly the NACE MR 0175 requirements. I suspect the hardness of the welds would render this plate unsuitable.

For that temperature you will need impact testing for SA-516-70. From experience, SA-516 60 is a better choice for wet sour service, along with PWHT it will give you lower hardness on the weldings.
