Is there a way to import or create a roadway in geopak site other than creating cross sections in "Road", creating a 3d model, cutting a tin and then importing it into site?

You should take advantage of site's ability to create composite sections.  It's basically creating a typical section (template) and then pushing it along a chain or site element.  It works well for initial design but doesn't work in areas of superelevation.

It takes some playing around with to setup properly but can be very powerful, since it has the ability to go at a specified slope until it finds a specific element.  Check it out.

I think its accessible from the element menu and titled composite sections.
