According to ASME B31.1-2001 Article 102.3.1 (C),
"The basic for establishing the allowable stress values in this code are the same as those in the ASME Boiler and pressure vessel code, Section II, Part D, Appendix I".

My question is why allowable stress given in ASME B31.1 is UTS/4 not UTS/3.5 as given in ASME Section II part D ?

       I think the answer is that they are different Codes. Also B31.1 probably has not "aligned" with ASME VIII yet!!! Remember ASME VIII basis changed not too many years ago to UTS/3.5.
