This is my first time to design 230kV transmission tower and 60m tall communication tower. I dont know the load combinations to be used both for these towers. Do they have the same resistance factors also?

Check your code requirements.  I'm not sure what those are in your location.

If you are designing within the United States.

Communication towers are usually designed to one of the TIA codes (F or G).  

Transmission towers are governed by some other code.  I'm not familar with it, but I think it's ASCE-10.

Where I am the utility has there their own spec/code stipulating loads and combinations.
There are also industry body codes with loading recommendations/requirements.

You will need to use the NESC - National electrical safety code.  It has guidance on Transmission Towers.  for Communication towers you will need to use TIA-EIA-222-G.

Pat76, FYI there is a forumn for Communication Engineering and Transmission Structure Engineering. In the USA, mike07civil is correct regarding the NESC (which is a code adopted by most states) and the TIA-222-G (which is a standard adopted by many companies and some jurisdictions).

For these two documents, the load factors, resistance factors, load cases and limit states are very different.
