I'm reviewing specs for a project.  There is a subsection regarding Hydraulic Uplift.  Is this the same as bouyant force?

Hoagie..the more common term is hydrostatic pressure or hydrostatic uplift....and yes, it is a form of bouyancy.

FEMA Flood Insurance Program definiton:

Uplift — Hydrostatic pressure caused by water under a building. It can be strong enough to lift a building off its foundation, especially when the building is not properly anchored to its foundation.
