My QC and I are developing a PQR/WPS to weld the afformentioned what do you recommend?
GTAW root, SMAW fill/cap

Agree with rustbuster.

If the object operates at or above 800 deg F you should consider Inco A weld metal versus E/ER309L to avoid premature failure along the SA 387 Grade 2 side of the fusion zone.

We are doing this procedure for our mechanical contractor.
Currently we maybe using it under B31.1 in a high temp high pressure steam application.
