Propane Storage Specs - API 2510 vs NFPA 58

Propane Storage Specs - API 2510 vs NFPA 58

(OP)
thread184-114563: NFPA 58 or API 2510 provides the framework for my question. It appears that each code applies to two distinct services for delaing with LPG (processing plant vs LP gas systems). In my application, I am dealing with a gas plant that stores propane used for refrigeration. According to the scope in API 2510 and NFPA 58, my plant meets the API 2510 spec.

Question: in API 2510 the scope clearly states in the Retroactivity statement that the provisions in the specs applies to "new installations". It also states that any application of the standard to facilities "before the date of publication" are to be evaluated on "a case by case basis". In a recent internal audit, a finding was made for not having a high level audible and visible alarm on the propane tank per section 7.1.2 of API 2510. Since API 2510 does not apply to this particular installation (based on retroactivity), I would assume that our position to the findings is based on the risk for not having this type of alarm. Is there another code/spec that could bridge the API 2510 for a plant built 35+ yrs ago??

and the lpg system has never been updated/ worked on in 35 years??????
