I am looking for a good source to learn the ins and outs of pipeline (water, storm, sanitary) design and construction techniques including what types of piping is available and what are the best uses of each, types of fittings, construction methods, etc.  I know this is a broad topic.

You might get answers here, but most of the folks in Pipelines, Piping and Fluid Mechanics are doing industrial piping (a lot of us in Oil & Gas).  You might get a better answer in some of the Civil forums.

Many pipe manufacturers have good web sites so I suggest you search the Internet for ABS, PP, PVC, PE, ductile iron, spiral wound steel pipe, GRP. You will find plenty to look at. When you have read them all it will probably be year 2015.

Then there are your country's standards, AWWA standards and bookshop. These will be referenced in the above manufacturers' literature.

In addition to what others have said, I think it is kind of hard to beat also spending some time in the field, seeing some realizations of designs that were originally placed on paper, and also seeing what installers/contractors due with/to piping.  
As you develop specific questions, I think with the use of a few key words you will find a great deal of information is available from many references, and maybe even quickly on Engineering forums and lists that have existed for many years (like this, use the "Advanced Search" feature).
 
As with any reference (and some might argue particularly free information from the Web!), it is likely not all information will be solid, but I believe a lively discussion of many folks (and some I believe who have a great deal of experience) sometimes on quite lengthy threads and maybe even a little application of ones own logic has a tendency to somewhat separate the good from the bad, and facts from opinions or not necessarily substantiated theory .
