How can i create my own material library (available to all user's in place of the default one), all the default materials are locked, and if i copy them they become a local material instead of going into the default library(NX6.0.4.3)
I found something in ug-env.dat but i don't understand it..

Perhaps you also need to read the user documentation.

Open, NOT the...

Tools -> Material Properties...

...but rather...

Tools -> Material Library Manager...

...and then press the F1 key for the User Documentation.  Be sure to select the 'How to' section from that first page since it lists all of the other documents which you will need to review to set your our materials and libraries.  This should also explain what the various environment variables talked about in the 'ugii_env.day' file.
