Hi there has anyone designed a reinforced concrete wall stiffner for masonry walls ? I would like to ask some advice on designing them pls.

You mean the "tie beams" or "tie columns" used in typical Florida masonry construction?  ACI318

reinforced concrete or masonry 'pilasters'?  have used these as well as rolled steel W shapes.  What did you want to know?

Is the wall a load bearing wall or a panel wall?

I cannot see this concrete column doing much if it wasn't connected at the top to a frame.

If the intent is to stiffen the wall against movement "up & down" on your sketch AND if it is supported top & bottom, then perhaps it's simply a vertical beam.  If it's carrying vertical load as well, then you've got a column/beam.

Don't like "shot-nailed" connections for your straps though - I'd call for dovetail slot & anchors to connect the masonry to the concrete.
