Hi,
I want to know that pad flange on tanks are different kind of flange or B16.5 flange?

Pad flanges are blocks of metal with a hole inthe middle, welded to a header or vessel with threaded holes to connect a counterflange with holes,
ask your nearest piping designer for info

So If I will have to use a 8" pad flange for tank whether I need to specify 8" ANSI B16.5 flange or just tell the outer dia and thickness of the flange and matching bolt circle with standard flange?
Is thickness standard or equal to ANSI flange?

Yes, you have to specify the connection acc.standard or give the dimensions(bolt thread and depth ,boltcircle,outer dia and raised face).
