We are proposing an expansion for an existing plant,it will be a precast structure.I am trying to mention the surface finish of the precast panels in SOW,is there any way I can specify the smoothness i desire,which can be conveyed to the contractor???

I would suggest providing color photographs of the existing work and address of the site. If the site is not accessible, a location of a site with a similar finish could be designated.

From there, a requirement for a mockup panel and acceptance criteria would be the next step to attain the desired finish.

Specifying the smothness or roughness of concrete and producing it reliably is a challenge. Providing examples of existing locations and criteria for acceptance are key towards your goal.
