I have a cold light hazard attic space that requires a dry system. Does it have to have quick response heads to satisfy NFPA 13.

Yes.

I didn't see where it specifically states they are QR sprinklers but being specifically listed for attics how could they be otherwise?

they are not strictly residental

They are specifically listed for light hazard attics.  They do not have to be strictly residential.
