I am iraqi civil engineer ,we study a breif course about connection in steel structural connection,I wish if i get simple procdue about how deidn simple shear ,momnet shear connection,for eaxmple i will have braket weld to flange of column or connect by bolt what is the type of stress thats will bolt stand and what about the web of column some thing like that reagrd

Permanent connections are often made with welds, rivets, brazing, glue, etc.
Non-permanent connections are often made with bolts, screws, snap rings, etc.
Each type of joint has it's own advantages and disadvantages. Once you determine the type of joint you want, you'll need to determine the loading on the joint. Often, static analysis is sufficient for determining tensile/compressive forces, shear forces, and moments. If you part is statically in determinant, you may have to look into other methods. Be sure to think of all of the possible loads - which can be quite difficult.
After you've settled on a type of joint and the loading on that joint, you'll want to check it's adequacy. A great reference for analyzing joints is "Mechanical Engineering Design" by Shigley & Mischke. Pay special attention to material properties when doing any structural analysis. Be sure to build a significant factor of safety into any joint design.

What design codes are used in Iraq? US, European...Iraqi?
If you do not have a supervisor with a strong background in steel design, consider taking a short steel design course offered by practioners in the field. Sitting in class listening to academics is one thing; getting the information from folks who have designed structures that have been built is another.
