I've read the docs and found in close/close and reopen part some nice options. I start to use them - but I think it doesn't work like the docs says. I've opened an assy and try to use the open as option, but the dialog doesn't work for me.
The file window is empty - can somebody give me advice how to?

I'm not sure what the question really is, but presuming you opened an assembly it is possible that due to your load options you also opened all of the components. It would be necessary to close the component that you wished to substitute in order for the "open as" option to be available. Either that or open the assembly as "structure only" by changing your load options next time.

The menu item...

File -> Close -> Reopen Selected Parts...

...if you look at the tool tip it explains that this allows you to Reopen 'Modified' parts.  All the 'Open As' option does is allows you to replace the modified part with a different part, as opposed to simply replacing it with the last saved, or 'unmodified', version of the same part.

If your intentions were to simply replace any arbitrary part, the recommended approach is to select the desired component, either from the screen or the Assembly Navigator, press MB3 and select the 'Replace Component...' option.
