I need some advice. I am seeking a low cost material that I can use. I am seeking a 7" ID x 6 ft lenght with ~1/8" wall. That has the flexability and elasticity of rubber that can be used outdoors. I need it to be able to slide over a metal pole and act as a skin. Any suggestions would be appreciated.

I would talk with one of the vinyl plastisol providers about you requirements.

I agree with unclesyd. The PVC plastisol skin can even be formed on your metal pole if you bring the pole to the factory.
