Is AISI 4140 steel equivalent to A193 B7 or does it need heat treatment?

First, get yourself a copy of ASTM A193 and review it. Grade B7 can be supplied from 4140 steel along with other similar steel chemical compositions (like 4142, 4145, 4140H, etc.,) Melting practice, heat treatment, marking and other necessary requirements are specified in this specification.
