Joe,
I work for Team at a refinery in baytown.  We have successfully kept a roof from sinking by using our Closed cell urethane system. As far as I know , we are the only company that has done a double deck cb&i design successfully.  The fourth ring flooded and we were able to get the tank back to operation in 10 days.  
The tank was never taken out of service.
