Could anybody recommend a device or system to measure amount of heat energy given off or absorbed by a machine which usually runs under normal room conditions.

This device would precisely measure small amount  heat (mJ.) given off or absorbed by electro-mechanical device running in air,  gas or even vacuum environment .  Approx. 30L in volume.

Alan,

Wouldn't it be easier to measure the input energy (electrical, steam, whatever) and assume it's all expended to heat eventually by the machine?

Alternatively, enclose the machine in a styrofoam box, and measure the temperature rise over time with several RTD sensors.  q = m*Cp*dT
