Can someone advise on what is the legal clearance between a light pole that runs underneath  the 88kV high voltage line. I need to provide some lighting under the high voltage line.

If this is a utility line, check with them. Otherwise nothing is allowed 10ft from 50KV and up, and then for every kv above 50 there is another number. I belive this is spelled out in osha. Also there is alot of info in the NEC article 110 III concerning things like this.

For a utility issue the NESC has clearance tables, but most utilities have rules that even exceed those.  For a transmission line, they would have a ROW and limits to anything placed within it.

So unless you are the utility, would be best to start with them to see what they will allow.

If you are the utility, check with the transmission group and/or consult the NESC.

For lines less than 50 kV LG NESC 234B2 gives the required clearance of 5.5 ft, but that particular rule doesn't seem to cover voltages higher than that.

That being said, unless we own the lights or can otherwise guarantee that a qualified person will do the maintenance on them, we require that they have at least the OSHA clearance of 10ft + xft/kV over 50 kV.  Doesn't hurt to throw in a bit more in case the worker is above the level of the light.
