I have this major concrete column that have spalling problem and in need of repair.  Is there anyone know the guideline to follow for repairs?  I know there are many products out there and technique. Can anyone share their experience and what works?

Sika is excellent and has very knowledgeable, responsive representatives.  I would contact them.
As far as guidelines, that depends on so many factors.  I would pick a product appropriate for the repair and make sure the installer follows the installation instructions to the letter.  For example, if a primer is recommended, make sure they use it.  The repair material manufacturer will defer to that if there's any problems.
One mistake I see very often is the use of non shrink grouts to make concrete repairs.  While non shrink grouts have their place in construction, their use in repairs is actually quite limited.

I agree with the other posts.

Below is a link to the NYSDOT list of approved concrete repair materials. Keep in mind that these products have limitations, i.e. some are made for vertical repairs but not overhead repairs; some have depth limitations, etc.

Is this a bridge column? Usually spalls on bridge columns are due to lack of cover and/or water leaking through a bridge joint. Chip out the loose concrete; you might need to go at least one inch below the rebars. Sandblast the surface before patching; make sure the rebars are clean.
