If an indoor unit is rated for 7500 btu/h cooling capacity, and has 3 fan speeds of 212/282/353 cfm. Does this mean that Only the highest fan speed of 353 cfm will provide 7500 btu/h of cooling? If so, how would I calculate how much cooling the low speed of 212 cfm would provide?

The equipment specifications and/or installation directions should offer a complete breakdown of operating performance. Simply "GOOGLE" the Make and model of said device and download the PDF to your computer, then "PRINT" or "SAVE" to the appropriate file. When in a pinch, you might try using the square root of the hypotenuse method. Best of luck!!

"Rated Capacity" is only delivered at the rating conditions.  Those conditions should be published, but probably aren't.  They are unlikely to be similar to the conditions that the unit operates at much of the time.

at lower speed you may have more de-humidification (latent heat removal), at higher less de-humidification, but more sensible load removal. In general at higher air flow more heat transfer and more total cooling (latent + sensible)
