We have recently been informed that we over etched some titanium parts.  The material is 6AL-4V.   The parts that were over-etched were machined from forged material.  Our etch rate determination was performed using titanium sheet material.  The etch rate on the forging was 3x more aggressive than the sheet.  Can someone explain this?

Different degrees of oxide or alpha case due to different thermo-mechanical histories is where I would start.
