What controls the size of the letter that is on the section line?

In the View Label Preferences I have the letter scale factor set as 1.6, and the view label, under the section view, comes in fine ... but the letter near the section arrows are too big - shouldn't they be made to the same scale factor?

Go to...

Preferences -> View Label -> Section

...and you can change it there.

Note that default is controlled by whichever Drafting Standard you're using but they can be modified in Customer Defaults by accessing the special section on Drafting Standards found at...

Customer Defaults -> Drafting -> Drafting -> Standard
