I would like to know how to set up my diagonal member so that each end is located by a different pierce point. This would allow each end to only have one cut and the cuts would be parallel.
 
Attached is a picture of the solidmodel with what I have, also a drawing in paint of what I want.

I have solidowrks 2009.

Your weldment profiles can only be parallel with your sketch lines since they are just swept along the lines.  You'll have to adjust your sketch.
