I have a client that is looking to install some used ASME Sec VII Div 1 vessels that were fabricated in the early 70's.  They are ASME stamped and have a U-1 form, but they are not registered with the National Board.  The state they are to be installed in requires National Board registration.  Can used vessels that are 35+ years old be registered with the N.B. and obtain a N.B. number?

Yes, they can be registered if you have the original Form U-1. Call the National Board for details

"Metengr" is correct.

Although, contacting the jurisdiction the component is to be installed or reviewing the laws or rules of that jurisdiction could provide an alternative.
 
Another point of contact would be a National Board Commissioned Inspector with a jurisdictional commission to perform in-service inspections.(AKA the client's insurance inspector)
